UIN (State Islamic University)

I. Preliminary
Allah gives guidance to the servants in order to achieve happiness and the happiness of the next world as well. Islam is universal, there are teachings in the Koran and Hadith include all aspects of human life. Source of teaching not only contains the norms and rituals, but more than that also contains clues about natural phenomena, social and humanitarian issues. But have not been explored adequately, while ensuring that the teachings of Islam to guide people towards a righteous life.

Universality of Islam is to be implemented by institutions of Islamic education. Thus, this university is to be one container to provide young people with a variety of disciplines. In this case, the intent is that the State Islamic University (UIN). In this paper we will discuss UIN seen from the background, the urgency and prospects.
II. Discussion
A. Background

As a first step, this paper tries to provide an understanding of the concept of the University. And make it easier to understand the author gives a simple understanding of other educational institutions so that it can be seen related differences and comparison. Institute is an institution that organizes and akedemik program or a group of professionals in the disciplines of science, technology or art and the like. High school is organizing a program of academic and or professional education within the scope of a particular discipline. In explanation of the institute noted that the education program held at the institute concerned or very close touch with other educational programs. Therefore, organized programs are one group or one type.

While university education programs and the academic or professional in a number of disciplines of science, technology and or specific art.

Or more details of the State Islamic University (UIN) in effect that the sciences are being developed not only the religious sciences, but has developed into a variety of other science disciplines, which belong to natural science (natural sciences), social science (social sciences), and including the humanities.

Prof. Dr. H. Nata Abuddin study reveals the concept of such a language, the name of the IAIN in association Arabic al-al-al-Hukumiyah Islamyah literally have pointed out the meaning of the university. Al-jami'ah literally means the university. This is consistent with the fact that there are several faculty at the IAIN now is really quite describes a university. Currently there IAIN Faculty of Tarbiyah (Education), Faculty of Sharia (Law), Faculty of Adab (Literature), Faculty of Da'wa (Communication and Information), Faculty of Ushuluddin (the Principles of Religion). The names of these faculty have described the university, because the names are not only described the Faculty of Religion, but also faculty nonkeagamaan like education, Law, Literature, and communication. But the problem is why the faculties of the terms of this name is not actually the Faculty of Religion (except Ushuluddin) called religious faculties or faculties of the field studies is the study of Islam. This is probably due to the Faculty of terms in Arabic, so that every Arab-speaking Muslims. Another thing is that the Islamic community at large to see the terms in Arabic as a synonymous with Islam. I view the term is actually somewhat less fit might be due to the difficulty of separating the teaching of Islam in Arabic, so any use whatever symbols Arabic regarded as the nuances of Islam.

Meaning of the term al jami'ah with universities and at the same connotations associated with Islam, as noted above, is already quite favorable in terms of mission IAIN changes to the University, the institution delivering the program in addition to general studies, as well as nuances of Islam. Thus, when viewed from the point of actual Arabic term IAIN jami'ah in which there are already describing the university said. IAIN be different but the term means when said al-association is interpreted institute. Herein lies the mistake in translating al-Jami'ah into institutes, universities and not by translation.

Thoughts on the importance of Islamic Higher Education Institutions in the form of universities in Indonesia actually been initiated since the time of Mahmud Yunus. He said that the Islamic University Darul Hikmah established in Bukit Tinggi, on 27 Rajab 1373 H / H in 1953, with the name of Darul Hikmah College and has a faculty, the Faculty of Islamic Law. Then on the 18th of Rabiul Beginning in 1377 AH / October 12, 1957 was renamed the Islamic University Darul Hikmah has five faculties. [1]

It clearly states in his book Prof. Dr. H. Daulay Haidar's son, under the title The Dynamics of Islamic Education in Southeast Asia, that follows the progress of science and customize, according to Haidar's son Daulay since the early 1990's, IAIN aspire to develop integerasi built on the basis of religious knowledge in general science. [2] However, to achieve the status of the institution into an Islamic university course is not easy. All aspects must be considered starting from the teaching staff, facilities, tools and concepts of science.

In his book, Prof. Dr. H. Haidar's son Daulay entitled History of Growth and Renewal of Islamic education in Indonesia, reveals some IAIN to UIN basis development is considered as the capital base is: [3]
A. The philosophical and constitutional
The Indonesian people who make Pancasila and the Constitution of 1945 as a way of life and philosophical foundation, precisely listed on the first principle which says Belief in God Almighty and in article 29 as evidence that Indonesia is a nation that upholds the divinity and religion, so place them in a position honorable. So that the Indonesian government as the party took the decision should be implied constitutional and philosophical foundation into all policies.

2. Sociological

Indonesia is a country that has a lot of the population and Islam is the religion of the most widely embraced by the people of Indonesia. Therefore, Indonesia is a country that has a religious community and want the service of religion in social and Religious worship.

3. Educative

Religious education in Indonesia has been around since long as has been noted that the history of education was held in the mosque, mosque, meunasah, rangkang, boarding and boarding schools. Further experience growth, religious education into education who belong to the formal education.
B. Urgency
There are at least five of five reasons the background for the need for conversion IAIN to UIN. [4] The reason is as follows;

A. Madrasah Aliyah to change the type of education.

If in the past Madrasah Aliyah mcrupakan religious school, so now Madrasah Aliyah has become a public school that religious. In other words, the charge on the general subject of Madrasah Aliyah is now more dominant and more powerful than the Madrasah Aliyah in the past. At the present time there have been at Madrasah Aliyah Department of Social, exact science, language, science and physics, and even in some of the many school Madrasah Aliyah Department of Applied Science, for example, just on the field presence of MAL (Madrasah Aliyah Laboratory) and in the presence of MAN Lab Malang Malang, and others in these areas. If we can understand the Madrasah Aliyah graduates will be difficult to get IAIN, IAIN that if there is now only providing religious studies majors and programs only. Madrasah Aliyah so that graduates are accepted at the IAIN, IAIN then be converted into the University. Thus, IAIN to UIN changes will provide the opportunity and the perfect opportunity for graduates of Madrasah Aliyah. Further, not only that. IAIN to UIN changes will also open up opportunities for high school graduates (high school) to study at the IAIN. It is important stated because IAIN been generally only holds graduate of Madrasah Aliyah and have provided opportunities for many high school graduates. IAIN to UIN with the changes, then graduated Aliyah, boarding school, high school and the like will be accepted at the UIN with the relevant requirements in the selection passed the entrance examination. Thus the change IAIN a UIN is because the mission of empowering people for the future.

Alvin Toffler in his book, Prof of Education management. Dr. H. Nata Abuddin revealed that all activities of the education process is something that was born from a vision into the future, even form a picture of the future or the sayings of the Prophet Muhammad, the younger generation should be educated in accordance with the principle that they would live on his own time, not ours [5].

Madrasah Aliyah in the past is a religious school, but now the public school Madrasah Aliyah became a religious. In other words, with the change IAIN to UIN then the relay will be the continued education of students / i in Madrasah Aliyah.

2. Occurs a dichotomy between the religious sciences and general sciences.

Dichotomy, among other issues can be addressed by the integration program between the religious sciences and general sciences by IAIN to UIN change. IAIN is now only held a religious studies program will be assessed only preserve the dichotomy. With the change IAIN to UIN the dichotomy would be eliminated. In this connection, then a college student at the religious faculties, such as Tarbiyah, Sharia, Ushuluddin, Da'wah and so will go into the field of religion and also provided insight into areas of general science.

At this point the reality of the religious sciences scholar absorbed in his own study of religious doctrine without the help of general science, or at least not help but be a reference to the comparison, so the results of such studies are less consistent with the development of science and technology and society's growing need for advanced .

The graduate or undergraduate science into a narrow space motion, and the very limited area that is accessible, or even their IAIN graduates will be increasingly marginalized and unable to compete with graduates from other universities, as well as the opposite of the graduates are also preoccupied with the general knowledge , regardless of its relationship with religion, or even do not consider religious values in education or discipline which he studied at their campuses. The sciences that they have is the secular sciences, moral, value-free and free. As a result, science is very easy to use for harmful purposes. [6] Although we find in the study of philosophy of science that every science is actually designed to live the good of the science of how the actors, whether for good or even developed for actions that are not good, but we must understand that the best science is that it comes from Allah SWT, or developed on the basis of Islamic because Islam is a religion of mercy for the whole of nature.

In the same study to realize the IAIN to UIN changes, mentioned can be done with Islamization, spiritualized or integration between the science. That is another effort to get closer to one another. Religious Studies scholars were given insight into science and general knowledge, general science, and scholars were given insight into the science of religion. [7]

3. UIN will provide wider opportunities to its alumni to be able to enter the workforce at large.

So far, the majority of IAIN graduates only works in the Ministry of Religious Affairs, or the Department or other agencies, but the field work remains. Among the graduates IAIN there is a high-ranking officials such as a minister, legislators, and other positions. But on the whole field of them still work the fields of religion. Is scarce or may not exist IAIN graduates who became director of a bank, the director of Pertamina, the director of the industry, and the strategic positions of other non-religious. positions can only be filled by higher education institutions are not IAIN benenya memorandum or not higher education institutions berazaskan Islam, such as ITB, UGM, UI, and so forth, these positions will be filled by scholars also IAIN , if it has IAIN changed to UIN. In this connection, our assumption says that if the positions of non-religious can be filled by graduates UIN, it is hoped will have a plus, which is due to the UIN graduate degree is in addition to master the necessary skills and scientific jobs, also has a religious basis strong, which in turn can strengthen the moral character and work. During this non-religious areas of the field is often problematic due to the lack of trust managers. The result is a leakage, corruption, collusion and nepotism (KKN), and so forth. This can be overcome when they are filling a variety of non-strategic positions are handled by religious scholars UIN.

4. UIN provide opportunities for graduates to enter the wide field motion.

IAIN to UIN necessary changes in order to provide opportunities for graduates IAIN for vertical mobility, namely the opportunity to enter the field and the role of a broader movement. The graduates will not be termajinalisasikan UIN (marginalized) again, but will be entering the field of motion is more varied and prestigious. Their position will not only be in the countryside, supplements, home and less considered, but are in a strategic area and calculated one. [8]

They are not just a handyman to read the prayer, prayer leader, Bilal deceased, and so on, but can also take a role as a determinant in the economic field, the history of the nation, both in bidangi, political, social, maupu knowledge, technology and so on. IAIN graduates to spearhead efforts to establish a master in his own house. This needs to be done, because to this day opportunities strategy is now in the hands of others. IAIN to UIN Through these changes we want the birth of the Islamic Ummah as a superpower and a pioneer in the movement of human civilization such as it was once done by Muslims during the Prophet Muhammad and continued up to the classic century.

5. UIN is considered in line with the demands of Muslims who in addition to providing education services requires the availability of qualified professionals and also offers many options.

IAIN to UIN changes are also in line with the demands of Muslims who in addition to the ministry of education requires a professional and high quality also offers many choices. This occurs as a result of the demands of the era of globalization that requires the birth of human beings who are superior and able to seize opportunities in the circumstances a challenging and competitive. Moreover, because there have been changes in the level of the economy and welfare of the better, cause they have the economic ability to educate the sons and daughters in the majors and educational programs that are economically requires a higher cost. Similarly, a change in orientation of the original live purely hereafter, the orientation of life requires a balance to the worldly life. This led not only Muslims want their children to college for religious studies, but also in the field of non-religious. [9]

That's among the reasons why IAIN need to transform itself from its current to the university. These changes seem urgent and it's time to do. In the same study to realize IAIN the UIN in his management of education. In his book, Prof. Dr. Tafsir Ahmad, entitled Philosophy of Islamic Education in mentioned several reasons that are not much different from the reasons above, but can be a referral and develop our knowledge of why heritage is important to change the IAIN to UIN. [10]

A. We Need an Able Thinkers Thinking Konperhensif

Islam is a complete religion which includes all living systems. Islam does not only contain guidance on the beliefs and rituals of worship but also guidance in terms of the whole affair than that. That means that every Muslim should be able to think konperhensif. For that Muslims should study the religious sciences and general sciences. This can be done when he studied at the Islamic university.

There are so many issues that Muslims can not be solved completely by simply using the theories of religion as long as this knowledge. These problems will be solved completely when using the theories of knowledge are also common. To this must be a UIN IAIN (State Islamic University).

2. Requires Religion Science General Science

IAIN opened at many faculties and departments of all majors are majors who study the religious sciences of Islam. Deepening of the Islamic religious sciences majors that require assistance in general science. Thus, to improve the quality of religious science science of public assistance is required. Slowly it needs will be met when IAIN developed a UIN.

3. Improve Self-Esteem and the Muslim Students Graduate

The entry of common knowledge to a university when it has IAIN will be able to increase self-Muslim scholars and students. So far, Muslim scholars and students are less well known among scholars and other students. The reason is partly because only Muslim scholars and students take part in the science of religion, especially Islam. When IAIN developed into the field of Islamic universities gait Muslim scholars and students will be more extensive.

4. Eliminating the dichotomy Got Religion-General

The dichotomy between religious knowledge and common knowledge is not in accordance with the teachings of Islam. This understanding should be eliminated. Reunification of religious knowledge and common knowledge can be carried out systematically in Islamic universities.

5. Meet the Muslim Community of Hope

Lots of parents of students who expect their children to graduate in general science which has a strong faith and know well the fundamentals of Islam. Hope it can likely be met if the child study in Islamic universities.

6. Meet Employment Needs

Today, in Indonesia many specific jobs Islamic. Jobs that require skilled labor Muslims in that area. In the economic field such as the existing Islamic banks. Islamic Bank was related to Islamic economy. Islamic educational institutions should be able to produce a master labor theory of Islamic economics. Power that can clihasilkan by Islamic university.
C. Prospects

In the lives of Muslims to treat Islam as a source of inspiration sekailigus as frame of reference. Islamic teachings are contained in the Qur'an and as-Sunnah occupies a central position for life. Thus Islam is unuversal, and this is the nature of the universality of Islam, an all-inclusive, and applies to every person, every place, and every time the entire journey of human life. Islam guarantees its teachings guide people towards the good life and right to reach the safety of the world and hereafter. [11]

State Islamic University (UIN) is an evidence of the institutional development of the struggle of the State Islamic University (PTAIN) in Indonesia. Changes of UIN has IAIN be a very broad impact at all, either the existence of institutions, opening a wider program of study and suggests the loss of separation between religion and science general knowledge.

However, to change or IAIN to UIN STAIN is not easy, and not as easy to change the field of private colleges. If the private universities through Kopertis or Kopertais enough for college religion and permits issued by the Director General of enough of Higher Education. And for public universities in the process of changing its status to go through the process and procedures that are longer. This is due to licensing for public universities should be based on the Decree of the President (Presidential). And to arrive at the Presidential stage must pass through several departments, the Ministry of Religious Affairs, Ministry of National Education, Ministry of Finance, the Ministry of Administrative Reform (minister), State Secretary and the last (if approved) issued a ministerial decree. [12]

UIN establishment at the start of the Islamic High Schools in Indonesia and many State Islamic Institute (IAIN) in Indonesia which developed into the State Islamic University (UIN), to see the prospect of UIN author invites the reader to understand the PP No. 60 Year 1999.

GOVERNMENT REGULATION OF THE REPUBLIC OF INDONESIA NUMBER 60 OF 1999 ON HIGHER EDUCATION

Article 6

(1) Unit of higher education called education colleges, which can form colleges, polytechnics, colleges, institutes or universities.

(2) Academy of professional education programs in one branch or part of the branch of science, technology, and / or particular art.

(3) Polytechnic of professional education programs in a number of areas of special knowledge.

(4) high school academic education programs and / or professionals within the scope of a particular discipline.

(5) Institute organizes academic programs and / or disciplinary group of professionals in science, technology and / or similar art.

(6) University academic education programs and / or professionals in several disciplines of science, technology and / or particular art.

Simple we could understand that if IAIN changed to UIN then the prospects of education and development will be global, we can understand this in chapter six as University academic education programs, professional disciplines in a number of science, technology or particular art.

UIN is expected to form a small society of ummatan 'ilman and produce scientists in all disciplines. Changes IAIN / STAIN be UIN, as a model of "reintegration of science", is a form of development, improvement and stabilization status. UIN, is expected to be a model of Islamic education system that has a "high quality" compared to the PTN / PTS others who have the status, role, and the same function, in addition to having more autonomy both in academic development, management and administration. [13 ].

This is clearly an opportunity and challenge for the system of Islamic education (IAIN / STAIN), which fills the opportunities and challenges (UIN). That is, building engineering-minded Islamic education system future (the future thinking) and also pioneered the implementation.

Moreover, the UIN is expected to put themselves in position and a more strategic role, especially as a pioneer and driving force as well as progress pencerdasan people (Islam). UIN aspired as a center of scientific excelent for developers in general and Islamic scholarship in particular in order to establish the scientific community-religious (religious-scientific community) that bersendikan religion. Not just guards, guards and preservation of existing traditions.

And that means the existence and position of the UIN is no longer the legal issues, politics and ideology, but the issue of capacity as the actualization, "college" originator of new ideas and "sellers of ideas".

UIN is expected not only skilled as a printer of religious teachers and traditional kiai, but rather how it can engender kiai professionals in the care of the boarding schools of fishery farms, farm schools, schools of agriculture and mining, industrial schools, and so forth. Of the embodiment professionally in every academic area occupied. It thus will be able to combine this personal intellectual scholar-professional or professional-intellectual scholars.

The success and progress of a college will be seen if it has managed to build good character all of its academic faculty, staff and students. Academic character of the mean is if the campus has grown and developed to explore the spirit and love of science pengetahuuan for the benefit of humanity in an open, honest, fair and thorough. The success is also marked by numerous quality products, in the form of research results, ideas and writings of scientific papers produced his teachers and even students. Thus, campus residents had recognized a reference to the resolution of humanitarian issues are real in the midst of society. [14]

There are some things to do and be a priority by the leaders of the UIN in order to become such a desirable campus together as pointed out earlier, according to the directions and goals are more essential. Among them;

A. Strengthen Management and Human Resources

University management should ideally not require the loyalty of subordinates to superiors, but managed such that all the people who beraada the organization's growing atmosphere of courage, ketebukaan and freedom. UIN should also think about the welfare of his teachers. One thing that is undeniable even if the professor who holds a doctorate still be productive when faced with simple life issues such as housing, basic living needs are not met. Therefore, programs that deal with this should get enough attention. In addition, the faculty developed a lecturer who is more familiar with the wider world outside. For example, sending lecturers overseas advanced study and apply the knowledge gained to the development of UIN. Also add other facilities, even if done gradually.

2. Strengthen and tighten Shaf

Great powers will grow and will occur if there is unity and kestauan among all citizens of the campus. In order to unify all citizens of the campus, then in a policy related to the placement, it is done openly, objectively and honestly.

3. Institutional strengthening

Associated with the development of institutional, prioritized to strengthen the existing program of study.

4. Development Research, Community Service, and Scientific Writing

Campus residents should be proud of the works of research and dedication to his community, including the writing of books produced.

5. Student Development

Facilities should be developed related to the development interests, talents and well-being of students. Misalanya development of sports and arts facilities.

6. Campus Physical Facilities Development

It also has an economic stake in defining and creating a campus development.

7. Finding and Expanding Sources of Funding

In this case, it seems UIN is necessary to develop a business organization, looking for cooperation partners with institutions and businesses have experienced a wide network. This is done in order to obtain UIN and manage funds to enhance the quality of education.

8. Build Culture of Islamic Science and Ethics

With his knowledge, the campus community should be able to make science and Islamic values in making your decisions. Needed to be scientific activities such as research, seminars, scientific papers, workshops, discussions, study visits.

9. Makes the UIN as a campus of Islamic and Bilingual

UIN is expected to be the home of science, which its inhabitants are the ones that are close to God, their dream is to continue the struggle of the Prophet Muhammad, building a peaceful society.
 III.Closing
State Islamic University (UIN) in effect that the sciences are being developed not only the religious sciences, but has developed into a variety of other science disciplines, which belong to natural science (natural sciences), social science ( social sciences), and including the humanities.

According to Haidar's son Daulay since the early 1990's, IAIN aspire to develop integerasi built on the basis of religious knowledge in general science. However, to achieve the status of the institution into an Islamic university course is not easy. All aspects must be considered starting from the teaching staff, facilities, tools and concepts of science.

The development platform consists of IAIN to UIN philosophical and constitutional basis, Sociological and Educational.

The reason the background for the need for conversion is IAIN to UIN

1. Madrasah Aliyah to change the type of education.
2. Occurs a dichotomy between the religious sciences and general sciences.
3. UIN will provide wider opportunities to its alumni to be able to enter the workforce at large.
4. UIN provide opportunities for graduates to enter the wide field motion.
 5. UIN is considered in line with the demands of Muslims who in addition to providing education services requires the availability of qualified professionals and also offers many options.
